Exactly who is held accountable under the No Child Left Behind Laws?
Teachers, school site administrators, and school district administrators are the ones held accountable under the NCLB laws. Every year that there isn't growth in EVERY subgroup, the school is penalized. First it is just poor ratings plastered across the news, then money is taken away from the school as more and more mandates, like scripted programs are put into place. Theoretically, the school eventually gets taken over and the staff assigned to different schools.
Parents, and even the children themselves have no accountability at all under the law. NCLB assumes that the only time a child learns is when they are in school and that as long as a teacher teaches, the child will learn.
If only that were the case!
